🏛️ Ward Sabha - Introduction

Ward Sabhas form the most crucial foundation of the decentralized planning process in Local Self-Government Institutions. A Ward Sabha serves as a vital platform to plan developmental activities at the ward level and approve schemes by ensuring complete public participation.

👤 Members

Every voter registered in the electoral roll of a municipal ward is a member of that Ward Sabha. Every voter has the full right to actively participate and record their opinions in Ward Sabha meetings.

📋 Convener

Ward Councillor: Functions as the Convener of the Ward Sabha.

Special Circumstance: In a situation where the Convener is unable to perform their duties, the Municipal Chairperson has the authority to appoint a member from an adjacent ward as the Convener of that ward.

🎤 Presiding Officer & Convening Meetings

Presiding Officer: The Municipal Chairperson presides over Ward Sabha meetings. In the absence of the Chairperson, the Vice Chairperson shall preside, and in the absence of both, the Convener shall preside over the meeting.

Convening Meetings: The Ward Councillor, as the Convener, is obligated to convene Ward Sabha meetings at regular intervals.

🤝 Coordinator

An official designated by the Municipality acts as the Coordinator of the Ward Sabha. The main responsibility of the Coordinator is to assist the Convener in all official matters and activities related to the Ward Sabha.

⚙️ Major Duties and Powers of Ward Sabha

1. Development Activities and Schemes
  • Discuss the development needs and issues of the ward and recommend them to the Municipality.
  • Determine priority sectors and priorities for the annual plans of the Municipality.
  • Select eligible beneficiaries for various welfare schemes in a transparent manner.
2. Implementation and Monitoring
  • Evaluate the execution progress and quality of various projects implemented in the ward.
  • Conduct social auditing of development activities and expenditures.
  • Disseminate information regarding various welfare schemes implemented by the Municipality to the public.
3. Local Services and Taxation
  • Discuss local issues such as tax collection, drinking water availability, public sanitation, and waste management.
  • Organize conservation activities for drinking water sources in the ward and cleanliness campaigns for public spaces.

💡 Questions, Suggestions & Resolutions

Questions & Suggestions: Members have the full right to submit questions and suggestions in writing prior to or during the meeting to be considered.

Resolutions: Resolutions on any matter within the jurisdiction of the Ward Sabha can be passed by a majority vote during the meeting.

📢 Meetings and Announcements

Prior notifications regarding the date, time, and venue of Ward Sabha meetings will be communicated to the public at the ward level through notices and digital media platforms.
